Berita dimuat di Investor Daily, Rabu 24 September 2008. headline-nya Short Selling wajib dipadukan dengan SLB (Security Lending and Borrowing).

Program SLB ini diperuntukkan agar terkontrolnya perilaku short selling yang biasanya disaat settlement transaksi banyak yang default (gagal serah). Pencetusnya adalah KPEI sebagai pihak yang menyediakan saham untuk dipinjamkan dan KSEI sebagai pihak yang bertanggung jawab atas penyimpangan saham.

Secara praktikal kita sudah pasti tahu apa dan bagaimana mekanisme short sell, seperti yang disampaikan di berita (yang saya baca), ada dua jenis:

naked short selling : transaksi menjual saham terlebih dahulu tanpa perlu benar-benar memiliki saham

covered short selling: transaksi menjual saham dengan terlebih dahulu memiliki saham

Dalam mekanisme nya, disaat melakukan short selling baik naked ataupun covered, pelaku tetap harus melakukan settlement dengan membeli kembali saham2 tersebut, nah in case ada kegagalan membeli kembali saham maka saham SLB akan digunakan untuk penyelesaian.

Ketentuan transaksi short selling saat ini bisa di baca pada Peraturan Bapepam-LK no.V D6 tentang Pembiayaan Penyelesaian Transaksi Efek bagi Nasabah dan Transaksi Short Selling oleh perusahaan efek, namun belum berlaku efektif karena masih menunggu peraturan bursa.

Masih data dari berita, di Indonesia (gara2) transaksi short selling juga menyeret kejatuhan IHSG sebesar 7.7% pada 22 Januari 2008,oleh karenanya BEI yang dalam hal ini sebagai wadah transaksi akan mengeluarkan juklak transaksi short Selling, sesuai penuturan Dir DAS & PPU Bp. MS.Sembiring. Transaksi ini telah memicu kejatuhan indeks dibeberapa Negara akhir2 ini, USA, Asutralia, Inggris dan sejumlah Negara di Eropa malah sudah melarang transaksi yang sarat spekulasi itu.
